From the Japanese Transformers Beast Wars Neo, it's Magmatron, the Emperor of Destruction.
This is a Transformer so awesome, it took 3 separate dinosaurs to contain him.
I bought this toy at Botcon in 1999 in Minnesota back when it was brand new in Japan. Memories. He's been a favorite character ever since. I have a soft spot for the weird ones.
This was drawn as part of a Drawing Challenge on the Cybertron.ca message board. The theme was "Beast Wars Japan".
